pean members of the Department are far better quali-

fied than the senior members, but in a rather heavily

bureaucratised Department they do not get much of a

look in, I believe. The general attitude in Hong

Kong seems to be that only the senior cadets really

understand Hong Kong problems and how to deal with

them.

There is nothing more that I had intended to say.

I shall be in my office between 1.30 and 2.30 p.m.

tomorrow and possibly Mr. Burney could ring me up if

there are any questions that you have been unable to

answer and that it is possible that I might be able

to deal with.
